East River Template Options

Hi guys - here I am bitchin again..... tried the new east river route and its great for scenery etc, but again a problem with switches. Made an act from Walton to Bluefield as per attached work order(see below). To pick up the Herculese Powder cars, you have to go off the main line at mile 305. The switch wont turn. Went out and changed to manual switches, back in- reversed etc and still wont work. went to mile 306, met oncoming train, let it go by, and backed up through tunnel and across bridge passed the switch and again tried to open it to go to Hercules - still wont open. Obviosly act cannot be carried out. What am I doing wrong. Manual wont work, path wont work ???? Help
