Path/file access error, Cannot load an activity file Options

I'm trying to modify the wagons used in an activity but each time I try to load it I get this: "Path/File access error encountered while loading."

I removed the "read only" property from the Activity folder but that made no difference.

Any suggestions would be appreciated.
