All TrainSim programs should be installed outside of the x386 Program Files folder such as C:\MSTS\Activity Master etc.

If they were put in the Program Files folder, it's the wrong one. That one is for all of the 64 bit programs. It should have wanted to put it in the Program Files (x86), the place for all of the older programs.
In reality, you should install it in a folder that you created on the C:\ drive. That way you don't have to deal with all of the security issues. All of my TS programs are located in a folder C:\msts.

Try to follow this tutorial. http://msts.steam4me.net/tutorials/installing_msts_w7.html
